- It is the contention in this paper that the global "war on terror" is very much a part of the strategic realignment of the United States after the Cold War. The resultant activism displayed by Australia, especially under Howard, has focused largely on the threat posed by international terrorists. A focus on September 11 and al Qaeda, however, provides only a partial understanding of the transformation that is shaping the security environment in the region.
