- There is a need to rethink the GPGH concept, and very definitely a need to rethink it in terms of economic terminology. We suggest stepping back to think through again what is being attempted in this literature on GPGH and the desire to use this entity as a base for international health; to attempt to describe what is being formulated and/or explained; and to recognize that providers of public goods sometimes fail too. Lifting the masses from disease is great propaganda, but such an analogy heightens doubts as to whether WHO is genuinely engaged in that noble purpose or is simply throwing its weight behind the global market to the detriment of the health of the poor. Put more bluntly: endorsing GPGH suggests that WHO is settling for attempting to lessen the worst vicissitudes of the global market rather than seeking to change it. If WHO does genuinely seek to improve the health of poor populations, then this is better achieved through a paradigm built on communitarian claims than on GPGH.
