- This article considers the role played by the Association of Children’s Welfare Agencies (ACWA), the peak body for child welfare agencies providing out-of-home care (OOHC) in NSW, through the development of its two flagship tools and resources: Step by Step Foster Carer Assessment Tool (SbS Assessment Tool) and Shared Stories, Shared Lives (SSSL Training Package). The paper discusses the peak's stewardship of these tools, and the co-design methodology in iterative refinements over time ensured that the resources were responding to sector needs. It argues that collective action, instigated by a membership body, can drive practice changes in a sector. The importance of this work is highlighted by the contribution made by these resources to developing a sector-wide practice culture based on robust methodology and practice benchmarks.
