- Simplifying private sector investment in Australia's infrastructure networks is essential due to the current over-complex models and the continued increase in population that drives their utilisation. Public Private Partnerships (PPPs) allow the private sector to play a major role in provisioning public infrastructure and related services, as well as facilitate private investment or financing. The tendering phase of social PPP projects is complex, long in duration and expensive. This can have a negative impact on competition and Value for Money (VfM). A comprehensive literature review provided an identification, understanding and classification of factors influencing the tendering process. It led to the development of a success factor framework for the tendering phase of social infrastructure PPPs. Previous research on the subject identified a need for a robust methodology to ensure the study reflects a greater population of PPP experts. The aim of this paper is to develop a research design to allow the exploration and improvement of this framework. This research explores people, processes and organisational areas of the model in depth. It then introduces a qualitative methodology that allows the identification of strengths and weaknesses of the framework. The research affirms that case studies on recent Australian social PPP will provide challenges to the model.
