- In this paper I identify the political motives for a shift in development policy away from conventional Keynesian interventions into support for national and regional innovation systems. Facilitation and brokerage of networks, clusters and alliances is a notable feature of this policy change. Tacit competencies and collaborative forms of learning play an important role both in innovation and the management of inter-firm relations. While cognitive differences can sometimes enhance learning, they can impede effective communication. I situate soft systems methodology in this context as a framework for overcoming cognitive barriers that might otherwise obstruct the exchange of ideas and technological knowhow. Drawing on the work of Jürgen Habermas I identify two seemingly opposed models of reason—those of exclusion and diremption—that are associated with divergent perspectives on learning and communication. In my concluding comments I question the interpretation Habermas has made of Foucault and Lacan, before discussing the relationship between the exclusion model and Michael Polanyi’s notion of tacit inference.
