- A design management model was developed that relies upon the integration of expert stakeholder specialist knowledge domains that hitherto have resided within unique silos. The aim was to explore the nature of the properties of information using a stakeholder analysis as part of the procurement process toward developing a performance based brief. A phenomenological strategy for inquiry and interpretation was chosen for the study. Two simulated stakeholder analysis case studies were undertaken with the user and producer stakeholders interpretation was chosen for the study. Two simulated stakeholder analysis case studies were undertaken with user and producer stakeholders of school building projects. Observations of stakeholders interpretation of what they thought were project objectives were documented. The project objectives were constructed from multi data sources and analysed using content and discourse analysis techniques. The findings revealed that the complex interactions suggest that there should not be any strong division between primary and supportive decision roles because the information content generated challenged assumptions of existing knowledge. The analysis also revealed that information content is influenced by the process of information generation. Therefore the determination of a set a project objectives is a formative process and stakeholder group composition will impact upon the final set. The research is too exploratory is a formative process and stakholder group composition will impact upon the final set. The research is too exploratory to make any firm conclusions on the relationship between the group composition and project objectives, although some comparisons between two groups is made. The research confirmed that the receptiveness of producer-stakeholders' to other knowledge domains is a key determinant to the success of performance based briefing.
