- This chapter sets out the ideological foundations of planning practice, its instruments and mechanisms of intervention and, in order to shed further light on the various theoretical interpretations of urban planning’s structural role, it also reviews the conflicting theoretical perspectives on the role of the state in capitalism. Finally, it discusses the relationship between urban planning and private-sector property developers for which the creation of the built environment is a source of capital accumulation. This leads into a brief discussion of recent changes in urban planning practice towards greater degrees of pro-active operation, or ‘entrepreneurialism’.
