- To enhance the global competitiveness of Hong Kong’s higher education system, the Hong Kong Special Administrative Region (HKSAR) has made efforts to develop its society into a regional hub of education, particularly as transnational education has become increasingly popular. The government aims to strengthen the existing education system, and several policies have been established to attract more students from overseas to study in Hong Kong as well as to create more educational opportunities for local students. Previously, higher education providers have raised concerns regarding Hong Kong’s aim to become an education hub in the Asian region. The quest for a regional hub of education inevitably leads to a new landscape of governance and complexity, which involves problems of coordination, especially when dealing with multinational businesses, but which can bring to Hong Kong benefits in terms of flexibility and substitution. This research reviews the massification (the practice of making luxury products available to the mass market) of higher education in terms of creating equity in the access to higher education in relation to powerful worldwide trends and forces such as the emergence of the knowledge economy, globalization, internationalization and marketization. This backdrop serves as a framework for: (a) exploring the development of the higher education system in Hong Kong; and (b) providing a holistic view of the ecological environment in which the higher education sector can flourish in the territory.
