- This chapter provides a critical analysis of the CPM and its innovative features. Part I describes the legal framework of the scheme, highlighting the transitional phase known as ‘fixed charge years’ and the implementation of safety valves aimed at ensuring the stability of the carbon price following auction. Part II analyses the links between the CPM and other market-based instruments. Part III assesses the industry support mechanism under the Jobs and Competitiveness Program. Part IV discusses the political process that led to the implementation and ultimately the abolishment of the CPM. The successes and failures of the two years of the scheme provide relevant lessons to countries discussing or planning to implement a carbon price in the near future.
