- There has been an increase in the number of universities in Saudi Arabia that offer pre-service special education programs to teachers. Ongoing evaluation of programs and teaching methods has become a professional requirement to meet international standards (United Nations Educational, Scientific and Cultural Organization [UNESCO], 2011) and achieve high quality education for Saudi children with disabilities. Currently there is little consistency in the content of special education teacher programs offered in universities in Saudi Arabia (Al-Mousa, 2008). This study aimed to determine whether standards developed by the Council for Exceptional Children (CEC) in the United States are appropriate for implementation within the Saudi education system, providing a basis for improvingthequality and consistency in its special education programs. It sought to identify a set of standards most appropriate in the Saudi context that would guide the preparation of special education teachers. The study revealed that not all the standards developed in the United States could be transferred to the Saudi special education context. Of the original 218 elements contained within the 10 standards, a refined set of nine statistically defensible and coherent standards comprised of 76 elements was developed. It is argued that this revised set of elements and standards could form the basis of programs preparing special education teachers in Saudi Arabia.
