- Globalisation is driving the demand for new policy solutions to problems that have international and global causes. Continuing global financial uncertainty means building productivity and national economic prosperity requires new mechanisms for cooperation and policy innovation. Knowledge workers are needed that can develop policy innovations that effectively solve new problems, and meet emerging needs. Policy entrepreneurs use creative destruction and draw on the thinking and behaviours of commercial entrepreneurs to create policy innovation. Policy entrepreneurs also create new value and drive productivity growth. This article explores the literature on the development of the role of the entrepreneur in innovation, describes the place of effectuation and identifies its potential value as a model for understanding the process of policy entrepreneurship within the broader field of policy innovation and reform.
