- The self-contained accommodation sector is a largely unregulated industry comprising thousands of micro businesses. In NSW the legal environment is undergoing dramatic change, as evidenced by the NSW Land and Environment Court determination that short term holiday lets of residential properties are "a prohibited use" (NSW Government- Land and Environment Court of New South Wales, 2013). It is assumed that these changes will have a significant impact on the sector and the management thereof. Action Research (AR) is a flexible methodology and innovative approach in tourism that facilitates deep exploratory insights into businesses impacted by these new regulatory measures. The study uses an AR cyclical model and notably both researcher and participants become active agents in the overall research process. Such a process has the potential to give a voice to a multitude of operators as it builds theory, informs practice and identifies action.
