Strategies for fast implementation are discussed and the results of extensive numerical tests are given. The performance of the algorithm measured by CPU time is compared with that of the convex simplex method specialized for quadratic network programming. Performance of the two methods is analysed with respect to network size and density, and other parameters of interest. The algorithm is shown to perform significantly better on the majority of problems. This paper aims to explore the significance of education to politics, through a brief history and reference to comparative studies. While schools in western democracies have always operated within a political context, the paper argues that the radical conservatism of the 1990s makes it even more important that educators take on an assertive policy role. One possibility is identified through reference to a research-based procedure identified as 'pragmatic policy development'. Educational reforms and legislative initiatives in Australia and internationally during the late 1980s imposed new political solutions on to problems experienced in educational settings. This paper aims to explore the significance of education to politics in a historical and comparative way, with particular reference to the link between education and political economy. The paper argues that schools in western democracies have always operated in a political context but, in this period of radical conservatism, there is a need to assert the role of educators in the policy process. Each node acts as a server for the virtual memory pages stored at that node. The key to transparent access to the pages of the modules stored in the DSM is the use of structured addresses containing embedded location information. There is a problem with allowing modules to be moved because the location information, embedded in the addresses used to access the data in them, does not describe the correct storage location. This paper reviews an initial solution to the problem of accessing pages from moved modules. The required sequence of operations represents a significant, and usually unnecessary system overhead, since most page retrievals involve locally stored pages. An alternate solution to the problem is presented. While the paper highlights inadequacies in the educational policy process in Australia and notes the neo-politicization of educational decision-making, it also provides an argument about the roles teachers, administrators, and educational researchers (and combinations of these) play in helping communities make sense of and contribute to schooling.
