This article overviews current policy designed to assist strategic policy development for post-compulsory education in Australia. The specific aim of this article is to explore the function of vocational education in providing outcomes from secondary school that assist disadvantaged students complete school, gain employment and/or move to further study. In New South Wales, Australia, a vocational education reform process has provided scope for the restructuring of educational opportunities available to 16+ students to become more equitably distributed. The planned curriculum changes in vocational education and training senior schools are intended to impact on senior school students undertaking vocational education courses in a way that may, or may not; provide new pathways through school and further education. Most research over the last few decades has concentrated on mainstream education in secondary schools or on VET beyond secondary school, leaving inadequate our knowledge of education, social justice and the school leavers welfare trap for senior secondary students.
